Born in Daet, Camarines Norte, Leenoel is the second to the youngest among the
12 children of Mr. Mequiades Racelis Garcia and Mrs. Natividad Rasco Garcia.
After his elementary education he sailed towards the place called "land of promise",
Mindanao. With the help of his eldest sister he got a chance to continue his studies.
But because of some unavoidable circumstances his fate brought him back to his hometown
wherein he finished his last year in secondary school. His many ambitions and dreams in
life moved and brought him to Zamboanga City. Inspite of the many obstacles and trials he
encountered, he didn't give up. Instead, those trials taught him to become stronger
and yes, since then he welcomes life's challenges headstrong. During his first two years
stay in Zamboanga, he got so disappointed and quite shakened when his sister and family
moved to Manila. He felt so helpless and wandering at first. However, it didn't take him
long to gain his composure back and went on to live life confidently. For his more than
5 years of stay in Zamboaga, there were many things that happened in his life-- all will
always be kept as treasures. These he believes are treasure that cannot be stolen by anyone.
Few weeks after he graduated in College, he decided to go back to his hometown, happy
and proud, bringing a medal and a diploma. Like some other guys, he experienced new
frustrations. After a couples of weeks he decided to move to Manila, and he finally
realized that instead of insisting to continue his study in the seminary, he might
as well start to look for a job.He realized that it was high time for him to help
his parents. He never been choosy in searching for a job. He started to work as
a merchandiser in one of the leading shopping malls in Manila.



Fortunately, after a couple of years, he got employed at the Department
of Agrarian Reform-Central Office as Cleck I. He then moved to Congressional Commission
on Education as computer operator for several months, then to the Non-Govermental
Organization as a male secretary. But because he still have many wishes in life,
he was never contented. He then continued to make new plans and decisions. He decided
to take a second course (Bachelor of Science in Computer Management) at Lyceum of the
Philippines and at the same time he worked in the same University as a partime Library
assistant. But he wasn't able to finish his studies because he again have decided to find
another way to reach his dreams. He started to search for employement abroad. He didn't waste
his time for while waiting for his job order and working visa, he got himself employed in the
same recruitment agency as liason officer. After a while, his opportunity came. He left for
Dubai on December 1993. Not surprisingly, like other OFW, he experienced a lot of hardships,
frustrations, bitter experiences which he can't forget for his entire life. With good faith
and the many experiences of trials he has faced during his early years in life, he didn't
give up. After a year, blessing and good oppurtunities came. The management didn't make
a second thought to give him a chance to practice his ability on his field, when they knew
that he is a degree holder and has good computer background. During that time, his employer
introduced him to his friend who owned an advertising agency. Although it's another kind
of life and a new place for him, and another adjustment, but on top of it, he was so
overwhelmed. Since then, little by little, the depression and his many resentments to
the world gradually disappeared and were replaced with joy, peace and happiness.
His life glittered in prism when he met the only woman who has inspired him to face the
world and its challenges with constant and strong faith, courage and hope. A year after
they met, both unanimously decided to settle down in Dubai even far from their
parents and relatives who are all in the Philippines. With his very understanding and
loving wife and their very cute and smart daughter, he always feel that sweet contentment.
He can not ask for anything more - with his wife, Elvie and daughter, Kaye, he feel so complete.
